    This is very interesting - but not quite a "first" as General Motors produced and distributed a pilot run of electric cars 2-3 years ago, for California's extremely restrictive emission standards. Then, when California withdrew the proposed restrictions, GM foolishly reclaimed and destroyed all but one of them. (Some people never learn...)
